Create a DQM inspired report for survey projects

Idea came from USACE Galveston. Contractors were trying to cheat their surveys by changing settings and fudging tide files etc. Some of the foolery was able to be identified after examining the Project txt file. Issue is that this file can be edited. Would be good to make this hard to edit so that it can be implemented as a deliverable for survey contractors.
