Add the ability to rotate entire line plans as a group

Sometime we make a line plan and the orientation of the lines is not exactly what we want and we need to start completely over by changing the orientation of the original line and then redoing the Offsets. For example in the attached image I want the lines to parallel the bridge to the east. However in the lines it can be seen that it did not wind up exactly as desired. Currently I have to redraw the offset lines either by changing the centerline or selecting a different orientation angle. It would be much easier to simply rotate the entire line plan as a group.
