Add ability to define file projection for background files

Would be nice to have the ability to right-click on a file in the project tree, such as Tiff images, LNW files, and the like, and set the projection of the file reprojecting it and allowing it to properly display in the shell. Handy for times when you are sent a file and it is in the wrong projection this would allow field staff to fix the issue quickly without relying on someone in the office.
