Record target creation in survey log

Nice if when a target is created that target creation time is logged in the survey log and if the target is named then the name gets recorded. Handy for keeping track of SV cast or other information.

Add zoom box and improve scrolling speed for projection selection map in project wizard.

Currently if a user selects to use a map to select the projection within the project wizard the scroll speed is brutal. It would be good to improve that or just put a zoom box ability within the map.
