Add data output functionality that will run without survey being open

I have had a few users ask if there is a way to output data from hypack (shared memory or nema output) that will work even if survey is closed. It would be nice to at least have a way to send NEMA data without the need for survey

Independent signal adjustment in SMBAX echogram windows

If you have 2 echogram windows in SBMAX the signal adjustments are linked so if I adjust to see HF better it messes up LF and vis versa.
