Implement version check between NPS.dll and coRTL.dll

The latest NPS.dll includes a fix for an active HYPACK hack. However, simply replacing it with an older, unpatched NPS will reintroduce the exploit. Instead, NPS and coRTL should have some kind of handshaking to ensure the latest NPS is being used...
