Add Cad to border functionality in border editor

Issue was reported that the cad to border utility does not work properly with 2021 and 2022 unless 2014 is also installed. Instead of fixing perhaps just put the functionality into the border editor.

TIN MODEL - Save As option when saving the volume report to Text

Create a warning if file is not getting logged

It happens fairly frequently where survey will display a properly painted matrix the data display will show logging as will hysweep. However no actual hysweep files are getting written. We need to somehow let users know this is happening.
